CRESTVIEW HILLS, Ky. – Congressman Geoff Davis has selected Crestview Hills resident Terry Winterberg as a Congressional Angel in Adoption for her exceptional work as an adoption champion.

Over the course of her 32-year career, Winterberg became experienced on all sides of the adoption issue, from working with adoptive parents, pregnant mothers and foster children to addressing post-adoption related concerns.

She spent 11 years working for Catholic Charities in Texas and then moved to Northern Kentucky as an Adoption Specialist with Catholic Charities, where she served for 21 years.

"Terry believes wholeheartedly that you can never have too many people caring about a child, and as such, she has been a pioneer in the field of open adoptions in the Northern Kentucky community. Her substantial work has positively impacted the lives of all involved in the adoptive process," Davis said. "I am pleased to be able to honor her commitment to adopted children by selecting her as a Congressional Angel in Adoption."

Winterberg became heavily involved with training and educating individuals about open adoption at both Catholic Charities and in the Northern Kentucky community after working with post-adoption children and parents dealing with the reality of adoption. She is the co-author of three articles written to advance the understanding of and acknowledge the benefits of the open adoption process.

The Congressional Coalition on Adoption Institute (CCAI) is a non-profit, non-partisan organization dedicated to raising awareness about the tens of thousands of foster children in this country and the millions of orphans around the world in need of permanent, safe, and loving homes. CCAI was created in 2001 by the active co-chairs of the bicameral, bipartisan Congressional Coalition on Adoption (CCA) to more effectively raise Congressional and public awareness about the issue of adoption.

The Angels in Adoption program is CCAI's signature public awareness program, which provides an opportunity to all members of Congress to honor the good work of their constituents who have enriched the lives of foster children and orphans. Established in 1999, the program began as a Congressional press conference. Since then, it has developed into a yearlong public awareness campaign culminating in the awards Gala and celebration in Washington, D.C.

The Angels in Adoption are selected by their member of the U.S. Congress and are chosen from all fifty states and the District of Columbia. Since the program’s inception in 1999, members of Congress have awarded more than 1,400 congressional Angels in Adoption.
