Proponents of casino gambling are already planning a petition drive to put the issue before Ohio voters again in November, 2009.
A referendum that would have allowed a casino to be built near Wilmington failing resoundingly on Tuesday.
Backers say the referendum they go after next year will be broader and include casinos in big cities, including Cincinnati.
