CINCINNATI - Two sexual predators featured in Monday’s I-Team report on homeless sex offenders are in the Hamilton County jail on new offenses.
Chester White, who registered his address as “On the riverbank, under the blue bridge” is still listed at that address on the state sex offender Web site. But police arrested him after a fight and he currently resides in the Hamilton County Justice Center.
Dwight Ingram also is a tier-three sex predator, the state’s worst tier, after convictions in two, separate rapes. He registered to a van on Kenner Street in downtown Cincinnati. Police have arrested him for another assault in Kentucky, and he’s currently “living” in the county jail too.
White and Ingram are two of 35 sex offenders in Hamilton County’s zip code 45202 who have registered themselves as homeless. Some register to parks, benches, intersections, on the courthouse steps, or outside shelters.
Some residents and police say this presents a loophole that lets offenders melt into society because police don’t have the manpower to watch a park bench or on the riverbanks for seven straight days, the requirement before they can declare an offender isn’t truly living at the address he or she registered.
