FRANKFORT, Ky. (AP) - Gov. Steve Beshear is still unsure whether he'll ask lawmakers to consider allowing video gambling machines at Kentucky's horse racing tracks, he said Tuesday.

Beshear has been an advocate of expanding gambling in Kentucky. The governor has said a plan to allow additional gambling at Kentucky's race tracks will generate money to help the horse industry.

The Courier-Journal reported Tuesday that Beshear says he does not believe the plan would help with Kentucky's $996 million projected budget shortfall for the fiscal year that starts July 1. But Beshear says the horse industry in Kentucky needs help.

Beshear said he may issue an order for the special session in the coming days, possibly by Wednesday.

Democratic state Rep. Bob Damron of Nicholasville, a ranking member in the House, says legislative leaders are scheduled to meet with Beshear Wednesday morning. Damron says he's expecting Beshear to offer a budget proposal at the meeting.
