FRANKFORT, Ky. (AP) - Kentucky's unemployment rate for April remained unchanged from a month earlier at a 25-year high.

The state said Tuesday that unemployment held steady at 9.8 percent in April, the same as in March but 3.7 percentage points higher than the 6.1 percent rate in April 2008.

The U.S. seasonally adjusted jobless rate rose from 8.5 percent in March to 8.9 percent in April.

The chief labor market analyst for the state Office of Employment and Training, Justine Detzel, says Kentucky's rate remained the same despite job losses because some people have become discouraged and dropped out of the labor force.

The state says Kentucky's manufacturing and government sectors lost a combined 4,000 jobs in April, while the construction, mining and logging sectors picked up a combined 600 positions.
